The Motor Vehicles Act and individual state RTO (Regional Transport Office) regulations require specific documents to be present during transit. Documents Required for Bike Transport
When transporting a two-wheeler (motorcycle or scooter), you need the following documents. Carry both original and self-attested photocopies — transporters typically retain copies while you keep the originals:
- Registration Certificate (RC Book): This is your bike's identity document issued by the RTO. It proves ownership and contains the registration number, chassis number, engine number, and owner details. The RC must be valid (not expired) and the address on the RC should ideally match your current address. If the address has changed, get it updated at the RTO before transport.
- Bike Insurance Policy: A valid two-wheeler insurance policy (at minimum third-party, preferably comprehensive) is mandatory. The insurance document proves the bike is legally covered during transit. Check the expiry date — if it lapses during the move, renew it before transport.
- Owner's Identity Proof: A government-issued photo ID — Aadhaar Card (most commonly accepted), PAN Card, Passport, or Voter ID. The name on the ID must match the name on the RC. If someone else is handing over the bike on your behalf, they need an authorisation letter from you along with their own ID proof.
- Passport-Size Photographs: Keep 2 recent passport-size photos of the owner. These are sometimes required by transporters for their internal records and for the goods consignment note.
- NOC from Financer (if financed): If your bike is still under a loan (hypothecated to a bank or NBFC), you need a No Objection Certificate from the financier authorising the transport. Without this, the transporter may refuse to carry the bike, as any transit damage could complicate the loan agreement.
Documents Required for Car Transport
Car transport requires all the bike documents above, plus additional paperwork due to the higher value and RTO requirements for four-wheelers:
- All Bike Documents Listed Above: RC Book, insurance policy, owner's ID proof, and passport-size photos. If the car is financed, a financier NOC is also required.
- PUC Certificate (Pollution Under Control): A valid PUC certificate is legally required for any vehicle being transported on public roads. While the car itself may be on a carrier, the journey to the loading point and from the unloading point requires a valid PUC.
- Form 28 — NOC for Interstate Transport: This is the most important additional document for interstate car transport. Form 28 is issued by the RTO where the vehicle is registered and serves as a No Objection Certificate for taking the vehicle to another state. - Form 29 — Notice of Transfer of Ownership: Required only if you are selling the vehicle to someone in another state simultaneous to the transport. For personal relocation, Form 29 is not needed.
- Form 30 — Report of Transfer of Ownership: Submitted by the transferee (buyer) to the RTO. Again, only relevant if ownership is changing; not needed for personal vehicle transport.
Interstate vs Intrastate Transport: Different Rules
The documentation requirements change significantly depending on whether your vehicle stays within the same state or crosses state borders:
Within Maharashtra (Intrastate): For moving your vehicle from Pune to Mumbai, Nashik, Nagpur, or any other city within Maharashtra, the basic documents (RC, insurance, ID proof, PUC) are generally sufficient. No special RTO forms are needed for intrastate moves. However, the transporter may still ask for a self-declaration letter stating the move is temporary and within the state.
Crossing State Borders (Interstate): When your vehicle moves from Maharashtra to Karnataka, Delhi, Telangana, or any other state, additional rules apply. If the vehicle will stay in the new state for more than 12 months, you must obtain Form 28 NOC from the originating RTO and, within the prescribed period, re-register the vehicle in the new state. If the move is temporary (less than 12 months), the original RC + valid insurance + ID proof are usually sufficient, but many transporters still prefer having an NOC to avoid checkpoint complications.
State-Specific NOC Requirements: Some states are more strict than others. What is an NOC? A No Objection Certificate is a formal document stating that there is no objection to transporting or relocating the vehicle. There are two types: (1) NOC from the financier/bank if your vehicle is under a loan, and (2) NOC from the RTO (Form 28) for interstate relocation.
When is an RTO NOC (Form 28) required? It is required when you are permanently moving your vehicle to another state and will re-register it there. It is also advisable (though not always legally mandatory) for any interstate transport to avoid checkpoint delays, especially in states with strict enforcement.
How to obtain RTO NOC (Form 28): Visit the RTO where your vehicle is registered (for Pune residents, this is typically the Pune RTO). Submit Form 28 along with: original RC, valid insurance, PUC certificate, owner's ID proof, address proof of the new state, passport-size photos, and a nominal processing fee (typically Rs 200-500). Processing time is usually 3-7 working days. Apply at least 2 weeks before your planned move date.
How to obtain Financier NOC: Contact your bank or NBFC. Submit a written request stating your intention to transport the vehicle. Most financiers issue the NOC within 3-5 working days. There is usually no charge for this, but some may levy a small processing fee.
RTO Forms Explained: Form 28, 29, and 30
Form 28 — No Objection Certificate
Issued by the originating RTO. Validates that the vehicle has no pending fines, taxes, or legal cases. Required for permanent interstate relocation. Must be submitted to the new state's RTO within 12 months along with the re-registration application.
Form 29 — Notice of Transfer of Ownership

Form 30 — Report of Transfer of Ownership

Transit Insurance for Vehicle Transport
Your regular vehicle insurance policy may not cover damage that occurs during commercial transport. Transit insurance is a separate, short-term policy that specifically covers the vehicle while it is being transported by a third-party carrier. Here is what you need to know:
- What is covered: Damage from accidents during loading/unloading, damage from vehicle falling off the carrier, collision damage during transit, damage from falling objects, theft of the entire vehicle during transport.
- What is typically NOT covered: Pre-existing damage, mechanical/electrical breakdowns unrelated to transit, damage from improper packing (if you packed it yourself), wear and tear, consequential losses (e.g., loss of use during repair), valuable contents left inside the vehicle (always remove personal items).
- Coverage Amount: Typically based on the Insured Declared Value (IDV) of the vehicle. For a bike worth Rs 80,000, coverage of Rs 60,000-80,000 is standard. For a car worth Rs 5 lakh, coverage of Rs 4-5 lakh is standard. Premium is usually 1%–3% of the declared value.
- How to File a Claim: If you discover damage upon delivery: (1) Note it immediately on the delivery receipt/challan before signing. (2) Take clear photos from multiple angles. (3) File a written claim with the transporter within 24-48 hours. (4) The transporter initiates the insurance claim. (5) A surveyor may inspect the damage. (6) Settlement typically takes 7-21 working days.
